  • Serve as the liaison between corporate departments and divisions.

Qualifications:

Gather, analyze, and report statistical and financial data required to provide accurate assessments of property performance and support decision-making.
Monitor and make recommendations for collection of rent, default proceedings, and tenant litigation.

Experience:

Description Summary:
  • The Regional Purchasing Manager (RPM) is responsible for purchasing / procurement of direct construction costs associated with vertical contracts for work constructed in the team member’ s defined region. 
  • The RPM is responsible for supervising direct report(s), coordinating/planning team work flow and team member work quality, accuracy and timeliness.
  • The RPM will for their own assigned contracts, bid, spread, analyze, negotiate, and award contracts to approved TradePartners. 
  • In addition to procurement duties and supervisory duties the RPM is responsible for assembling and maintaining budgets, promoting simplification and executing process improvements initiatives being implemented regionally and nationally.
  • Regional Purchasing Offices provide important services to each division it serves; it is the RPM’ s responsibility to respond timely to division needs and perform in keeping with established service standards and metrics.

Position Requirements:

RPM to perform the tasks below for assigned contracts and ensure direct report compliance with their assigned contracts.

Specifying
  1. Research new trades for capacity and cost effectiveness
  2. For each new community, collaborate with Division associates on the development of product specifications commensurate with the competitive market requirements and simplification principles
  3. Prepare and confirm with VP of Purchasing (VPP) and Division leadership all specifications, amenities and options for a community or series of homes
  4. Whenever possible, participate in value engineering, preliminary architectural reviews, feature & specification meetings, and model walks
    Budgeting
  1. Prepare the pro-forma direct construction cost estimates
  2. Prepare the Pre-bid line item budget estimate and update bid analysis sheets for comparison to actual bids
  3. Maintain budgets in E1/JDE system and report budget adjustments to the division or business unit
    Bidding
  1. Work with Division or business unit to develop a bid list with multiple qualified bidders per trade.  Qualified bidders are determined through a pre-qualification process where division construction leadership participates in and consents to adding new bidders to both the master bid list and new community/re-bid lists.   Review and receive construction/operations approval on qualified vendor lists each time a new community bid or rebid is conducted.
  2. Establish and hold trades accountable for meeting bid due dates
  3. Prepare and distribute all onsite bid sheets and packages, including latest architectural plans, consultant reports, cover letter with bid due date, trade scopes of work, list of options, specific trade requirements, and sequence sheets
  4. Obtain written bids for all quotations including production, option and alternate pricing, bid concessions, model home discounts, and sales complex upgrades
    Analyze, Qualify, Negotiate
  1. Spread and compare bids for the cost of base house and optional offerings
  2. Identify and resolve bid discrepancies with each bidder
  3. Review and consider proposed substitutions
  4. Obtain Division approval for all substitutions, revise and update scopes and product specifications to incorporate Purchasing approved substitutions
  5. Review all substitutions or scope of work changes with each bidder
  6. Identify lowest qualified bidder and compare to line item budget estimate
    Award Contract
  1. Prepare bid analysis / award recommendation summarizing the final bids for each qualified bidder. 
  2. Review award recommendations with Division and secure approvals in keeping with the Award Approval Process
  3. Reconcile Division feedback and receive approved and signed award recommendation.  If Division chooses to deviate from the recommended bidder, receive written documentation from the division supporting their decision to do so; Notify the VPP of all deviations from recommendations
  4. Advise successful trade of award decision, notify all other bidders of award decision
    Contract Management
  1. Assemble required information to process base contract or change orders for substitutions, scope of work changes, code updates, etc. 
  2. Transmit complete and accurate change order package to purchasing administrator for processing
    Direct Construction Cost Reporting
  1. Ensure responsible Purchasing staff maintain current DCC costs and prepare updated actual DCC cost reports monthly.
  2. When required, prepare estimated DCC inflation forecasts for each market
    Cost Reduction / Management
  1. Track pricing for needed building materials, services, prevailing labor rates, and other related cost components for each assigned trade contract category
  2. Update bid sheet to accurately reflect the cost components of each assigned trade contract category
  3. Evaluate and compare bids to current and prevailing prices (for the items outlined in #1 above) for the region and across the company
  4. Qualify and negotiate trade costs based upon prevailing prices
  5. When specifying, review and apply all national accounts, points, and rebate programs
  6. Advise immediately of substantive changes or variation from the approved Direct Construction Cost and Indirect Construction Cost budget
    Administrative
  1. Obtain required information (cut-sheets, samples, specs, etc.) from manufacturers, suppliers, and trades to facilitate the work of contract administrators, sales, field supervision, and others served by the Regional Purchasing Operations.
  2. Check all work products for accuracy

  1. Assist construction management in resolving TradePartner® issues
  2. Maintain professional, win-win working relationships with TradePartners® through honest and open exchange of information and ideas
  3. Participate in Trade Council meetings and committees as required

• Preparing, negotiating, and submitting monthly invoices, reports, & required data to the client

• Initiate and maintain liaison with prime client and A/E contacts to facilitate construction activities

• Monitor / manage construction through administrative direction of on-site superintendent to ensure project is built on schedule and within budget; investigate potentially serious situations and implement corrective measures

• Represent company in project meetings with client

• Manage financial aspects of contracts (fee payment, rental equipment, income/expenses, etc.)

• Assume additional responsibilities as directed by corporate executives

 

Requirements:

• US citizen. Willing to travel abroad on assignments in the vicinity of site for 2-4 years

• Possess or have the ability to obtain and maintain a clearance through the US Government

• 10+ years’ experience in the management of construction projects

• Undergraduate Degree in an Engineering related discipline or Construction Management discipline

 

Preferences:

• Experience in highly technical Department of Defense or Department of State projects

• Experience leading a successful DOD, COE, NAVFAC, or DOS project overseas

<![CDATA[Conceptual Designer - High Density Projects]]> Our esteemed client is expanding  their product line offerings to multiple markets across the country, specializing in high density attached and single family homes. Due to the growth of this  product,  they are seeking a Conceptual Designer who can develop original designs for high density homes in urban environments.

Key Responsibilities:
  • Create conceptual designs for both single-family and multi-family product for various markets and price points on the high density product line
  • Participate in  neighborhood planning meetings to coordinate designs, based on community targets and site constraints
  • Interpreting architectural styles and massing
  • Sketch, draw and model elevations and floor plans in 2D and 3D environments
  • Hand sketch and render elevations and streetscapes.
  • Produce streetscape for local zoning & city submittals
  • Coordinate and communicate with  Land Planning Team, Division offices, and Design department
  • Attend frame walks to assess design efficiencies

Job Requirements: 
  • Bachelor or Associates degree in Architectural design or a closely related field
  • 3 or more years designing original elevations and floor plans for multi-family or urban product is preferred
  • 4 or more years working knowledge of residential plans and construction
  • Proficiency in freehand design is strongly preferred
  • Knowledge of  building codes, especially as they relate to high density residential construction
  • Knowledge of AutoCAD is required
  • Revit and Sketchup knowledge are a plus, but not required
